Schedule of The SRI PADMAVATHI 1MAHILA VISWA VIDYALAYAM (WOMEN S UNIVERSITY) ACT, 1983.

1.(1) (a) the Vice-Chancellor shall be a whole time officer of the University. The salary and other emoluments and conditions of service shall be such as may be determined by the Chancellor from time to time on the recommendation of the Executive Council and they shall not be varied to his disadvantage after his appointment.

1. (b)Subject to the provisions of sub-clause(c) the Vice-Chancellor shall hold office for a term of three years from the date of his appointment and shall be eligible for re-appointment to that office for another term of three years only: Provided that the Vice-Chancellor shall continue to hold office after the expiration of his term of appointment for a period not exceeding six months or until his successor is appointed and enters upon his office, whichever is earlier.
2. (c)The Vice- Chancellor shall not be removed from his office except by an order of the Chancellor passed on the ground of wilful omission or refusal to carry out the provisions of this Act or abuse of the powers vested in him and after due enquiry by such person who is or has been a Judge of a High Court or Supreme Court as may be appointed by the Chancellor in with the Vice-Chancellor shall have an opportunity of making his representation against such removal.

1. (2)When the Vice-Chancellor is unable to exercise his powers, perform his functions and discharge his duties owing to absence, illness or any other cause, the Rector, if any, shall exercise the powers, perform the functions and discharge the duties of the Vice-Chancellor until a new Vice-Chancellor assumes office or until the existing Vice-Chancellor attends to the duties of his Officer, as the case may be: Provided that if the Rector is not available, the Chancellor may make necessary arrangements to perform the duties of the Vice-Chancellor by appointing a Vice-Chancellor in-Charge or otherwise.
2. (3)It shall be competent for the Chancellor to accept the resignation of the Vice-Chancellor.
3. (4)When the post of the Vice-Chancellor falls permanently vacant either by resignation or otherwise the vacancy shall be filled by the Chancellor by appointing another person as Vice-Chancellor and the Vice-Chancellor so appointed shall hold Office for a full term of three years.
4. (5)(a) The Vice-Chancellor shall, by virtue of his office be a member and Chairman of the Executive Council and of the Academic Planning Board. He shall preside at the meetings of the convocations of the University in the absence of the Chancellor.
   1. (b)The Vice-Chancellor shall have power to convene meetings of the Executive Council and the Academic Planning Board;
   2. (c)The Vice-Chancellor shall be entitled to be present at and address at any stage of any meeting of any authority of the University but not to vote thereat unless he is a member of the authority concerned.
   3. (d)It shall be the duty of the Vice-Chancellor to see that the provisions of this Act the statutes and the regulations are duly observed and he may exercise all powers necessary for the purpose.
   4. (e)He shall have power to interpret the provision of this Act the statutes and the regulations. Any person or authority aggrieved may, within such time as may be prescribed by the regulations, appeal to the Chancellor: Provided that:
      1. (i)if such interpretation was given at a meeting of the Executive Council, the appeal shall lie to the Chancellor direct:
      2. (ii)if such interpretation was given otherwise than at a meeting of the Executive Council, the appeal shall be forwarded to the Chancellor through the Executive Council. The decision of the Chancellor on the appeal shall be final.
5. (6)He shall give effect to the decisions of the authorities of the University taken in accordance with the powers conferred by or under this Act. THE EXECUTIVE COUNCIL 2. (1) The Executive Council shall consist of the following persons, namely:-
   1. (i)The Vice-Chancellor,
   2. (ii)The Rector,
   3. (iii)The Secretary to Government in the Education Department,
   4. (iv)The Secretary to Government in the Finance Department,
   5. (v)The Director of Higher Education,
   6. (vi)Three members of the Andhra Pradesh Legislature nominated by the Chancellor,
   7. (vii)Three persons nominated by the Chancellor from among the teachers of the University; and
   8. (viii)Three persons who are experts in women’s education nominated by the Chancellor.
6. (2)Five members of the Executive Council shall from the quorum for the meetings of the Executive Council. THE ACADEMIC PLANNING BOARD 3. (1) The Academic Planning Board shall consist of the following persons, namely:-
   1. (i)The Vice-Chancellor,
   2. (ii)The Rector,
   3. (iii)The Director of Higher Education,
   4. (iv)The Director of Technical Education,
   5. (v)Deans of Schools,
   6. (vi)Heads of Departments of the University;
   7. (vii)Such number of experts from institutions like the National Institute of Nutrition, Electronics Corporation of India Limited, Regional Research Laboratory, as may be nominated by the Chancellor;
   8. (viii)Such number of persons to represent the women’s colleges in the State as may be nominated by the Chancellor;
   9. (ix)Such members of the Executive Council who are not otherwise members of the Academic Planning Board.
7. (2)The Academic Planning Board shall meet atleast twice in a year.
8. (3)One third of fifteen members of the Academic Planning Board whichever is higher shall form a quorum for a meeting of the Academic Planning Board. Term of Officer of the members of the Executive Council, etc. 4. (1) Save as otherwise provided the Executive Council and the Academic Planning Board shall be reconstituted at or about the same time every three years and the members of these authorities shall except in case of ex-officio members hold office as members thereof upto the date of next reconstitution.
9. (2)Notwithstanding anything in clause (1) any vacancy in the said membership occurring before the next reconstitution or before the expiry of the prescribed period shall be filled up as soon as conveniently may be in accordance with the provisions of this Act: Provided that no vacancy in the said membership occurring within six months before the next reconstitution shall be filled up until such reconstitution unless the Vice-Chancellor decides that it shall be filled up earlier.
10. (3)No member of an authority specified in clause (1) who is appointed or nominated in his capacity as a holder of a particular office or appointment shall continue to be a member of such authority on his ceasing to be a member or the holder of the particular office or appointment.
11. (4)Where an appointed or nominated member of an authority specified in clause (1) is appointed temporarily to any of the offices by virtue of which he is entitled to be a member of that authority ex-officio, he shall by notice in writing signed by him and communicated to the Vice-Chancellor within seven clear days from the date of taking charge of his temporary appointment choose whether he will continue to be a member of that authority by virtue of his appointment or nomination, or whether he will vacate office as such member and become a member ex-officio by virtue of his temporary appointment and the choice, shall be final. On failure to make such choice, he shall be deemed to have vacated his office as an appointed or nominated member. POWERS AND FUNCTIONS OF THE EXECUTIVE COUNCIL 5. The Executive Council shall have the following powers, namely:-
12. (1)to direct the form, custody and use of common seal of the University,
13. (2)to hold, control and administer the property and Funds of the University,
14. (3)to enter into, vary, carry out and cancel contracts on behalf of the University in the exercise or performance of the powers and duties assigned to it by this Act and the statutes. (4)(a) to accept on behalf of the University, endowments, bequests, donations and other transfers of property made to it.
    1. (b)to administer all funds placed at the disposal of the University for specific purposes.
    2. (c)to approve the budget of the University. (5)(a) to appoint the teachers of the University below the rank of Assistant Professors,
    3. (b)to appoint the teachers of the University of and above the rank of Assistant Professors on the recommendation of the Selection Committee constituted for the purpose: Provided that the Executive Council may invite any person of high academic distinction and professional attainments to accept a post of Professor in the University and appoint him to that post,
    4. (c)to fix emoluments of the teachers of the University and define their duties and conditions of service,
15. (6)to suspend, remove or dismiss the teachers of the University subject to such statutes as may be made in this behalf,
16. (7)to appoint, dismiss, remove or suspend the employees of the University,
17. (8)to fix the emoluments of the employees of the University and define their duties and the conditions of service,
18. (9)to award fellowships, travelling fellowships, scholarships, exhibitions, bursaries, studentships, medals and prizes in accordance with the regulations,
19. (10)to appoint examiners in consultation with the Board of Studies and to fix their fees,
20. (11)to conduct University Examinations and to approve and publish the results thereof,
21. (12)to prescribe the fees to be charged for admission to the examinations, certificates, degrees, diplomas and oriental titles of the University.
22. (13)to charge and collect such tuition and other fees as may be prescribed by the statutes for admission to courses of study in the University,
23. (14)to manage and control all centres, libraries, laboratories, museums and the like instituted and maintained by the University,
24. (15)to establish, manage and control a Department of Publications, a University Press and Employment Bureau, University Extension Boards, University Athletic Clubs and other similar associations,
25. (16)to make, amend or repeal statutes,
26. (17)to delegate any of its powers to the Vice-Chancellor or to a committee from among its own members or to any employee of the University,
27. (18)to regulate and determine all matters concerning the administration of the University in accordance with the statutes and the regulations, and to exercise such other powers or duties as may be conferred or imposed this Act. POWERS OF THE ACADEMIC PLANNING BOARD 6. (1) The Academic Planning Board shall, subject to the provisions of this Act and the Statutes have the power by regulations prescribing all courses of study and of determining curricula and have general control of the University and to make arrangements for the maintenance of the standards thereof. It shall have power to make Regulations consistent with this Act and the statutes relating to all matters which by this Act and the statutes may be provided for by Regulations and to amend or repeal such Regulations.
28. (2)In particular and without prejudice to the generality of the foregoing power, the Academic Planning Board shall have power:-
    1. (a)to advise the Executive Council on all academic matters including the control and the management of the libraries;
    2. (b)to make recommendations to the Executive Council for the institutions of Professorships, Associate Professorships, Assistant Professorships, and other teaching posts and in regard to the duties and emoluments thereof;
    3. (c)to make recommendations to the Executive Council for the selection of a centre in the University area;
    4. (d)to formulate, modify or revise schemes for the constitution or reconstitution of departments of teaching;
    5. (e)to make regulations regarding the enrolment of students to the University;
    6. (f)to make regulations regarding the examinations of the University and the conditions on which students shall be admitted to such examinations;
    7. (g)to make regulations, relating to courses of study, leading to degrees, certificates, diplomas and titles of oriental learning in the University;
    8. (h)to make regulations, prescribing equivalent examinations, certificates, degrees and diplomas of other Universities and Boards;
       1. (i)to make regulations, prescribing the manner in which exemptions relating to the enrolment of students to examinations may be given;
    9. (j)to make recommendations to the Executive Council regarding post graduate teaching and research;
    10. (k)to make recommendations to the Executive Council regarding the qualifications to be prescribed for teachers in the University;
    11. (l)to make regulations for the encouragement of co-operation and reciprocity among centres to promote academic life;
    12. (m)to appoint a standing committee composed of not more than one-fifth of the total number of members of the Executive Council;
    13. (n)to delegate to the standing committee or to any other committee or to the Vice-Chancellor, any of its powers;
    14. (o)to exercise such other powers and perform such other duties, as may be conferred or imposed on it by or under the provisions of this Act. THE FINANCE COMMITTEE 7. (1) The Finance Committee shall consist of the following persons, namely:--
        1. (i)the Vice-Chancellor;
        2. (ii)three members of the Executive Council nominated by it;
        3. (iii)two co-opted members with special knowledge in financial matters.
29. (2)The Financial Committee shall have the following duties and powers, namely :-
    1. (a)to examine the annual accounts of the University and to advise the Executive Council thereon;
    2. (b)to prepare the annual budget estimates and submit the same to the Executive Council though the Academic Planning Board;
    3. (c)to review the financial position of the University from time to time;
    4. (d)to make recommendation to the Executive Council on all proposals, involving expenditure for which no provision has been made in the Budget, or which involve expenditure in excess of the amount provided in the budget;
    5. (e)to perform such other functions and discharge such other duties as may be delegated to it by the Executive Council. BOARD OF STUDIES 8. (1) Save as otherwise provided by the regulations, each department shall function as a Board of Studies;
30. (2)Notwithstanding anything contained in clause (1), the Executive Council may establish, by regulation, such Board of Studies, as may be considered necessary for inter-disciplinary research.
31. (3)The functions of the Board of Studies shall be prescribed by the regulations. SELECTION COMMITTEES 9. (1) There shall be constituted two Selection Committees one in regard to the appointment of Readers and Professors and the other in regard to appointment of the Lecturers.
32. (2)(a) The Selection Committee for the appointment of Readers and Professors shall consist of the following persons, namely:-
33. (1)The Vice-Chancellor or his nominee, who shall be the Chairman of the Committee;
34. (2)The Dean of the School concerned;
35. (3)The Head of the Department concerned;
36. (4)The Chairman of the Post-graduate Board of Studies concerned;
37. (5)Three external experts;
38. (6)a nominee of the Chancellor;
    1. (b)The Selection Committee for the appointment of Lecturers shall consist of the following persons, namely:-
39. (1)the Vice-Chancellor or his nominee who shall be the Chairman of the Committee;
40. (2)the Dean of the School concerned;
41. (3)the Head of the Department concerned;
42. (4)the Chairman of the Post-graduate Board of Studies concerned;
43. (5)two external experts;
44. (6)a nominee of the Chancellor: Provided that no person shall participate in the meetings of the Selection Committee for any appointment if he is, or if he is near relative of, a candidate for that appointment; Provided further that no teacher holding a post lower in rank than the one to which appointment is to be made shall be a member of the Selection Committee.
45. (3)Two-thirds of the members of the Selection Committee shall form a quorum for a meeting of the Selection Committee for the posts of Professors and Readers which should invariably include atleast two external experts.
46. (4)Two-thirds of the members of the Selection Committee shall form a quorum for a meeting of the Selection Committee for the posts of Lecturers which should invariably include one external expert.
47. (5)The procedure to be following by a Selection Committee in making recommendations shall be laid down by the regulations.
48. (6)If the Executive Council is unable to accept the recommendations made by a Selection Committee, it shall record its reasons and submit the case to the Chancellor for final orders.
49. (7)Appointments to temporary posts shall be made in the manner indicated below:-
    1. (i)If the temporary vacancy is for a duration longer than one academic year, it shall be filled on the advice of the Selection Committee in accordance with the procedure indicated in the foregoing clauses: Provided that if the Vice-Chancellor is satisfied that in the interests of work it is necessary to fill the vacancy, the appointment may be made on a purely temporary basis by a local Selection Committee referred to in sub-clause (ii) for a period not exceeding six months;
    2. (ii)if, the temporary vacancy is for a period less than a year, an appointment to such vacancy shall be made on the recommendation of a local selection committee consisting of the Chairman of the School concerned, the Head of the Department and a nominee of the Vice-Chancellor: Provided that if the same person holds the offices of the Chairman of the School and the Head of the Department, Selection Committee may consist of two nominees of the ViceChancellor; Provided further that in case of sudden casual vacancies in teaching posts caused by death or any other reason, the ViceChancellor may, in consultation with the Chairman of the School and the Head of the Department concerned make a temporary appointment of Lecturer for a month;
    3. (iii)no teacher appointed temporarily shall, if he is not recommended by a regular Selection Committee for appointment under these statutes, be continued in services on such temporary employment, unless he is subsequently selected by a local Selection Committee or a regular Selection Committee for a temporary or permanent appointment, as the case may be. REGULATIONS 10. (1) The Authorities of the University may make regulations consistent with this Act and these statutes,-
    4. (a)laying down the procedure to be observed at their meetings and the number of members required to form a quorum;
    5. (b)providing for all matters which are required by this Act and these statutes to be prescribed by regulations;
    6. (c)providing for all other matters solely concerning such authorities or committees appointed by them and not provided for by this Act or these statutes.
50. (2)Every authority of the University shall make regulations providing for the giving of notice to the members of such authority, of the dates of meetings and of the business to be considered at the meetings and for the keeping of a record of the proceedings of the meetings.
51. (3)The Executive Council may direct the amendment in such manner as it may specify, of any regulation made under this statute or the annulment of any such regulation. CONSTITUTION OF COMMITTEES 11. All the authorities of the University shall have power to appoint Committees. Such Committees may unless there be some special provision to the contrary, consist of members of the authority concerned and of such other persons, if any, as the authority in each case may think fit. APPOINTMENT OF TEACHERS 12. (1) Save as otherwise provided every salaried Officer and teacher of the University shall be appointed under a written contract, and the conditions of service relating to them, shall as far as possible be uniform except in respect of salaries payable to them.
52. (2)The contract shall be lodged with the Registrar and a copy thereof shall be furnished to the Officer or teacher concerned. TEACHING, ADMISSION OF STUDENTS AND RECOGNITION OF DEGREES AND DIPLOMAS 13. The courses of study and curricula shall be those prescribed.
53. (1)No student shall be eligible for admission to a course of study qualifying for admission to University examination unless he has passed the examination prescribed as qualifying for admission to such course or an examination recognized by the Academic Planning Board as equivalent thereto and possesses such other qualification, if any, as may be prescribed.
54. (2)Every candidate for an University Examination shall unless exempted in accordance with the Regulations prescribed be an enrolled member of the University.
55. (3)The University shall recognise every degree conferred or diploma granted by any other University in the State as equivalent to the corresponding degree or diploma conferred or granted by the University. DISQUALIFICATION FOR MEMBERSHIP 14. No person shall be qualified for nomination as a member of any of the authorities of the University if he;
    1. (a)is at the date of nomination of unsound mind, a minor, a deafmute or is suffering from leprosy;
    2. (b)applies to be adjudicated as a insolvent or an undischarged insolvent; or
    3. (c)has been convicted and sentenced by a criminal court to transportation or imprisonment for a period of more than one year for an offence involving moral turpitude unless such sentence has been reversed or the offence has been pardoned or a period of five years has elapsed from the date of the expiration of the sentence. DISPUTES AS TO CONSTITUTION OF UNIVERSITY AUTHORITIES 15. Save as otherwise provided, if any question arises whether a person has been duly appointed or nominated or is entitled to be a member of any authority of the University, the question shall be referred to the Chancellor, whose decision thereon shall be final.
